This is a plot of the average number of crimes per Chicago city block between 10 PM and 6 AM, i.e. night time. The average number of night time crimes per city block increases nearly 10% from .0052 to .0057 during the 30 days following an outage. This is in contrast to the null effect of a street light outage outage on daytime crime evidenced in the other plot.
