This plot shows the mean number of crimes per Chicago city block that occur between 6 AM and 10 PM, i.e. in the daytime, for the 30 days before and after a street light goes out. There is really no difference in the mean number of daytime crimes before and after an outage. This is in contrast to the number of night time crimes, which exhibits a sharp increase.
